The governor said Epps' term on the seven-member board of trustees of the Virginia Supplemental Retirement System would begin immediately.
Epps replaces Charles Walker, a Republican who resigned under pressure from Wilder to avoid the appearance of a conflict of interest over a proposed merger between CSX Corp. and the RF&P Corp.
The state owns about 20 percent of RF&P's stock through the state employees' retirement system. Walker is a member of RF&P's board of directors.
Epps, a Richmond lawyer, graduated from Howard University and the Rutgers University School of Law.
When Wilder made his successful bid for lieutenant governor in 1985, she organized numerous fund-raisers for him. She has remained a close ally and served on his commission that recommended appointees for high-level jobs in his administration.
