Quayle said Thursday's inaugural speech by the new Brazilian president, Fernando Collor de Mello, marked "a fitting cap" to the trip, during which he daily sang the praises of democracy.
The vice president said Collor proclaimed that his "first unswerving commitment as president of Brazil will be to democracy."
Noting that elected governments now exist through all of South America, he said "the revolution of democracy has won."
