HAITIAN GOVERNMENT SWEARS IN CABINET

Haiti's new civilian government swore in 13 Cabinet ministers Monday, including human rights activist Joseph Maxi as interior minister and retired army Col. Jean Thomas as defense chief.

Under the military regime of deposed ruler Lt. Gen. Prosper Avril, defense and interior were combined into one ministry. The caretaker government of President Ertha Pascal-Trouillot split the ministry.

Pascal-Trouillot, a Supreme Court judge and Haiti's first woman president, was inaugurated on March 13.
