Scott Thomas's "The Rating Guide to Life in America's Small Cities" is set for publication May 21.
Thomas said he looked at education, economics, transportation, housing, sophistication and other factors. The book ranked so-called micropolitan areas, cities with populations between 15,000 and 50,000.
Fredericksburg ranked first among Virginia cities on the list and third in the country. Winchester was listed 23rd in the book, Staunton-Waynesboro was 57th, Harrisonburg 111th and Blacksburg 138th.
Thomas, a 1977 Washington and Lee University graduate, has lived in Lexington, Richmond and Harrisonburg. - Associated Press
