$5 MILLION FINES ASKED IN TEXAS EXPLOSION

Federal officials Thursday proposed $6.4 million in fines against Phillips 66 Co. and a contractor in connection with a Texas chemical plant explosion that killed 23 workers and injured 124 last October.

The proposed fines of $5.67 million against Phillips and $729,600 against Fish Engineering and Construction Inc. would be the second largest for a single inspection by the federal Occupational Health and Safety Administration. - Associated Press
