Thomas E. Capps, president of Dominion Resources since November 1986, has been elected by the company board to succeed William W. Berry as chief executive officer of the Richmond-based utility on May 1. Berry, 57, will continue as chairman. Capps is 54.

\ General Motors Corp. said Monday that it would close a Pontiac, Mich., truck plant, idling about 2,000 hourly and 200 salaried workers, and retool its Linden, N.J., car assembly plant for truck production.
