APPLICATIONS FOR TOP POST ARE MISSING

A search for three missing applications for the job of Washington County administrator is the latest controversy to occupy the county's contentious Board of Supervisors.

Supervisor Thomas Whittaker told other board members this week that he had counted the supposedly 93 applications on file so far and found only 90.

He said one of the missing applications was from Dennis Sparks, a former county administrator who - like most who have served in the Washington County post over the years - left in a dispute with the board. Whittaker wants Sparks considered again for the job.

The administrator's post has been open since the start of the year when a majority of the new board, dominated by Whittaker, forced the resignation of Dan Collins who had held the job since 1988.

The board made County Accountant Mark Seamon acting administrator, a job Seamon had done before when administrators were fired. This time, Seamon declined. The board appointed County Attorney Joe Howard instead.

But Howard has now announced his resignation both as county attorney and acting administrator for a new job in Prince William County. This week the board handed Seamon the acting administrator job again and named Abingdon lawyer Barry Proctor as acting county attorney until a permanent one can be appointed.
