Previous public hearings and requests from Mayor Harold Kidd for nominations had failed to produce candidates acceptable to council.
When the hearing process was completed the second time, the field had widened.
Nominated from Ward I were Brenda Tolley and Moore. Council members Roger Groot and Wilford Ramsey voted for Tolley. The rest of the members voted for Moore.
Moore served two terms on the board but left it four years ago.
From Ward II, three candidates emerged. Betty Jo Glass and Samuel Halterman, who previously had announced, went through the process again. Cole also stepped forward as a contender, and her appointment was unanimous.
Moore's term begins July 1. Cole will start immediately because she is filling an unexpired term.
"This has been on the agenda a long time," Kidd said.
In other matters:
City Manager Clay Goodman said some changes might have to be made to the interior renovation plans for the Old Courthouse. Some of the work is being funded by a state grant, augmented by a fund-raising campaign.
Goodman said the state Department of Historic Landmarks had advised the city that the plans would have to be more in keeping with the historic nature of the building regarding such things as wall replacements and stairwell changes.
The ground floor is being renovated for the Buena Vista Public Library.
Goodman said interviews of potential police chiefs would wrap up by the May 10 council meeting. A replacement is being sought for retired Chief Erskin Campbell.
Council approved spending $4,800 for a pump monitor for the city water-storage tank.
Should the tank begin to drain accidentally, the monitor would sound an alarm at the Police Department. The tank has accidentally drained before, causing the city's industrial park to be without water.
