N.C. FUGITIVE LINKED TO RICHMOND BREAK-INS

A North Carolina man described by police as a "master criminal" responsible for at least 3,000 burglaries in five states since 1985 has been linked to dozens of break-ins in the Richmond area.

Donald Edward Hardman Jr., 35, of Raleigh is believed responsible for at least 31 residential break-ins in Henrico County, 20 to 25 in Chesterfield County and five in Richmond, police say.

Hardman, who police said often jogged in victims' neighborhoods and carefully charted residents' movements, was arrested March 13 in Dayton, Ohio, by the FBI.
