When I visited Harpers Ferry, the Shenandoah River was broad and shallow and there were large boulders worn smooth through the centuries. A perfect place for children to wade. But signs were posted, "No wading, water pollution." Unrestrained people upstream were dumping on their downstream neighbors.
Nurse Kamwell should sometime visit a hospital emergency room and see victims of unrestrained individuals. Or walk beaches dirtied with discarded medical wastes, deposited by individuals.
Be aware of government bungling and greed, yes. But also be aware of individuals and groups who, but for restraints, would trample on others.
And fear not, cleanup and maintenance of planet Earth will largely be the work of private enterprise. Just as she in the medical field makes money by curing and preventing sickness in people, others in private business will make money curing and preventing ills of the planet. The tasks are interrelated, important and necessary.
