POLLUTION-FREE DUMP OPENS IN CHARLES CITY

The first landfill built under the state's strict new environmental regulations opened with a speech by Gov. Douglas Wilder and the dumping of a ceremonial first load of rubbish.

The landfill appears to be "top notch, state-of-the-art," Wilder said at Monday's ceremony.

The 289-acre Charles City County dump was built by Chambers Development Co. of Pittsburgh. It will take in trash from most of the Richmond area and probably from other parts of Virginia and other states.

With a double liner and a leachate collection and removal system, the landfill should discharge no pollution to ground water or streams, officials said.

Wilder said his main concern was that no hazardous waste be allowed and that what is shipped in has "absolutely no deleterious effect on the community or be harmful in any fashion."

The landfill was a great deal for Charles City, said County Administrator Fred Darden. The county is guaranteed more than $1.1 million per year in revenue from the landfill.
