BRISTOL CHIEF FINALIST FOR JOB IN PORTSMOUTH

Thomas Stone, who has headed the Bristol Police Department for 10 years, arrived in Portsmouth on Wednesday to Stone interview as a finalist in the city's search for a new police chief.

The other finalists are Ronald D. Palmer, 40, a major who heads the Personnel Department for the Police Department in Kansas City, Mo., and James W. Powers, 44, chief of the Fredericksburg Police Department for five years.

The applicants will spend today and possibly Friday interviewing with V. Wayne Orton, Portsmouth's interim city manager, and search panel members. The new chief will replace Joseph S. Koziol, who was forced in November to resign his $57,182-a-year job by the former city manager, George L. Hanbury II. Orton hopes to make a decision by late May or early June.

Stone, 46, has applied before to be chief of police in Portsmouth. He was among 10 or so finalists when Koziol was hired in 1984, according to a story published then by the The Herald-Courier in Bristol.

Stone is a Richmond native who began his police career in Hopewell and came to his present job from Manassas Park, where he directed the Public Safety Department, which consists of police, firefighting and rescue personnel.
