The grant could be a step toward TAP joining United Way permanently.
Robert Kulinski, United Way's executive director, said the key question to be resolved before that can happen is whether United Way can raise enough money to fully support TAP and the other charitable agencies it serves.
Under the one-year agreement reached by the two agencies, TAP can go ahead with its own fund drive this year and go forward with a capital campaign to raise money for a new headquarters.
TAP has agreed not to campaign actively during the fall, when United Way's annual campaign is in full swing.
