A new study prepared for the Senate Judiciary Committee says that there are 2.2 million "hard-core" cocaine addicts in the United States - a figure almost triple the estimate of weekly users drawn from the federal government's survey of households. The study is being released today by Sen. Joseph Biden, D-Del., who charges in a foreword to a draft of the study that the Bush administration's drug policy is based on a severe undercount of the addict population.

\ An Austin, Texas, jury Wednesday found a man guilty of trying to poison the historic Treaty Oak. Paul Stedman Cullen, 46, faces a possible life sentence because of a prior conviction. Prosecutors contended that Cullen used the powerful herbicide Velpar to poison the centuries-old live oak tree in a ritual apparently designed to end his affection for his counselor at a methadone clinic.
