FCC MODIFIES RULE ON CRIMINALS, LICENSES

The Federal Communications Commission on Thursday reversed a Reagan-era rule and said it will again consider criminal records in evaluating broadcast license applicants.

Under then-Chairman Mark S. Fowler, the FCC in 1986 rewrote its character-policy rules to consider only felony convictions that appeared to have a direct link with an applicant's propensity to tell the truth and comply with FCC rules. - Associated Press
