U.S. District Judge T.S. Ellis told the defendant, Daniel T. dePew, 28, of Alexandria, that he rejected dePew's claim that the plans were "a fantasy."
"There's no doubt in my mind that you intended to go through with it," Ellis said.
DePew was convicted in March on two counts of conspiracy. He faced a maximum life prison term.
In the trial, during which details of violent acts and the lifestyle of sadomasochistic homosexuals were discussed, dePew claimed he was too intimidated to get out of the plot.
A co-defendant, Dean Lambey, 34, of Richmond, pleaded guilty in November to conspiracy and sexual exploitation charges and was sentenced to 30 years in prison.
DePew and Lambey were arrested in August following a six-month investigation that began when undercover police in San Jose, Calif., contacted Lambey through a computer bulletin board he used to advertise his interest in sex with children.
