FIFTEEN YEARS OF PAVING COST $14 MILLION

So Roanoke taxpayers want to know where all of the millions of dollars in tax money have gone?

A hefty amount has been used to line city streets - with asphalt, not gold or other precious stones.

The city has spent $14 million to repave streets in the past 15 years. And it plans to spend another $901,532 this year to repave 57 miles of streets.

City Council plans to award a contract to Virginia Asphalt and Paving Co. on Monday for 31,500 tons of asphalt that will be spread on city streets this summer.

In a report on council's agenda, a bid committee said the contract will enable the city to keep pace with its policy of repaving all streets at least once every 20 years.

Some thoroughfares and major arterial streets with high traffic volumes are paved once every 10 years.

The 20-year cycle requires the city to pave at least 57 miles a year.

In the past 15 years, Roanoke has paved 900 miles of streets, an average of 60 miles a year. It has spent an average of $921,876 a year for paving. The price of asphalt has risen from $14.97 per ton to $24.60 per ton.

On another matter Monday, City Manager Robert Herbert will recommend that council hire consultants to help negotiate a new food service and catering contract for the Roanoke Civic Center.

Herbert said the current contract with Krisch Hotels expires this summer. Consultants are needed to help prepare the specifications and to review the bids, he said.

The city manager has recommended that the city hire William Caruso and Associates, Lakewood, Colo., at a cost of $13,500.

Council will also be asked to waive the rental and concession fees for the use of Victory Stadium by the city's Special Events Committee for shows during this year's Festival in the Park. It will also be asked to approve the insurance coverage provided by Festival-in-the-Park Inc., that is required for the use of city streets and parks for the festival.
