COUNCIL HONORS EMPLOYEE

John Lamonde Jr., a custodian and security officer for Roanoke's Custodial Services Department, has been named employee of the year for the city's public works operation.

Lamonde was recognized by City Council on Monday and given a $100 U.S. Savings Bond. He was also given a framed resolution and plaque.

Lamonde, a night security officer and custodian at the public works center on Courtland Avenue Northeast, was cited for foiling two burglary attempts and helping police arrest the suspects.

Nelson Jackson, manager of the Custodial Services Department, said Lamonde is "very conscientious in performing his duties and keeping an eye on things that need to be done."

The employee-of-the-year award is designed to recognize outstanding employees in the public works departments that employ more than 400 workers.

Also Monday, council:

Awarded a $901,532 contract to Virginia Asphalt and Paving Co. for 31,500 tons of asphalt that will be spread on city streets this summer.

A bid committee said the contract will enable the city to repave 57 miles, keeping pace with its policy of repaving all streets at least once every 20 years. Some thoroughfares and major arterial streets with high traffic volumes are paved once every 10 years.

The 20-year cycle requires the city to pave at least 57 miles a year.

In the past 15 years, Roanoke has paved 900 miles of streets, an average of 60 miles a year. It has spent $14 million on paving.

Hired a consultant firm, William Caruso and Associates, Lakewood, Colo., to help negotiate a new food service and catering contract for the Roanoke Civic Center. City Manager Robert Herbert said the current contract with Krisch Hotels expires this summer. Consultants are needed to help prepare the specifications and to review the bids, he said.

Waived the rental and concession fees for the use of Victory Stadium by the city's Special Events Committee for shows during this year's Festival in the Park.

Approved the insurance coverage provided by Festival-in-the-Park Inc. that is required for the use of city streets and parks for the festival.
