SPONSOR WITHDRAWS BILL ON ENDOWMENT FOR ARTS

The chairman of the House subcommittee that oversees the National Endowment for the Arts said at a news conference Tuesday that he has withdrawn his bill proposing to extend the life of the arts agency without restricting the grants it makes.

Bowing to the endowment's critics and seeking to unite a fractured arts constituency, Pat Williams, D-Montana, said he had cancelled a scheduled subcommittee vote on the measure. He said he planned to "introduce as legislation" the recommendations from 30 representatives of arts institutions and the public he invited to Washington.

Three members of the conference spoke at a news conference with Williams and immediately began deliberating in private.

They said they had no idea when the conference might resolve questions about what, if any, grant-making restrictions to recommend. - The New York Times
