EX-UVA PROFESSOR F.C. MOSHER DIES

Frederick C. Mosher, a retired professor of government and foreign affairs at the University of Virginia and a former government administrator, died of emphysema on Monday at his home in Charlottesville. He was 76.

Mosher, a specialist in budgeting and personnel administration, served as a consultant to several government agencies and task forces and was editor in chief of Public Administration Review from 1951 to 1954.

He was a graduate of Dartmouth College and received a master's degree from Syracuse University and a doctorate from Harvard.
