ZONING BID LOSER TRIES PROJECT AGAIN

Robert Wandrei is back.

In February, Wandrei filed the first development proposal under Bedford County's zoning system and was turned down.

Three months - and an addition to the zoning system - later, Wandrei has resubmitted his application to build an auto body repair shop on Virginia 221.

Wandrei failed the first time out because his project scored poorly under Bedford County's Land Use Guidance System and because his neighbors said they had complaints about the idea.

Last week, though, the Board of Supervisors voted 6-1 to pass a set of changes to the county's comprehensive plan. The changes will designate more parts of the county as "growth areas" and "rural service centers."

As part of the LUGS scoring system, proposals for commercial developments get more points if they fall within a growth area or a rural service center - areas considered more compatible for development.

Two days after the supervisors' vote, Wandrei filed his new application apparently because his project is likely to score higher now. His proposed site sits in Goode, which became a "rural service center" this week.

Wandrei, reached Friday, said he did not want to comment on the new application.

His initial application fell well below the goal score of at least 100 points out of 200. His project - one of only two rejected of the 14 projects considered since LUGS wentinto effect last year - got 68.3 points.

But the changes to the comprehensive plan may not mean Wandrei is home free. Planning officials have said the changes could bring Wandrei's score up by, at most, 15 points.
