SCHOOL BOARD INTERVIEWS KEPT SECRET

Roanoke County's court-appointed School Board selection committee decided Thursday not to let the public in on interviews with the two applicants for the Windsor Hills seat.

County Attorney Paul Mahoney told the selection committee that it didn't have to go into executive session to interview Charlsie Pafford and Lee Garrett. But the four members of the committee who attended the meeting at the county administration building voted unanimously to do so.

"We sure would like to hear their answers to your questions," said county resident Wanda Manuel. But the chairman of the committee, Joe Thomas, didn't relent.

Susan Harris was the only person to speak during a public hearing before the executive session. She urged the committee to appoint Pafford to a third four-year term. "She takes the job very seriously and has done a very good job in the past," Harris said.

The committee will make its choice June 7.

Pafford, 46, is a former teacher and a former president of the Roanoke County Council of PTAs. She was one of eight applicants for the School Board seat in 1982. She was the only applicant in 1986.

Garrett, 64, is retired from TV station WSLS in Roanoke. He was elected to the Board of Supervisors in 1985 and represented the county on the Roanoke Regional Airport Commission and in consolidation talks with Roanoke. He lost his bid for re-election last fall.

In Roanoke County, the School Board is chosen by a five-member committee appointed by the judges of the Circuit Court. The Board of Supervisors tried to get the power to appoint School Board members two years ago, but voters rejected the change.
