O'Neil will step down later this year to become the founding director of the Thomas Jefferson Center for the Protection of Free Expression in Charlottesville.
Other predictions he made in his commencement speech for Clinch Valley's future included a football team, a new fine arts center, expansion of graduate-level programs broadcast by satellite from the UVa and Virginia Tech, and growth of the Southwest Economic and Educational Development Center in promoting economic and community development in Southwest Virginia.
