NAMES & CHANGES

ROBERT J. HUMPHREY has rejoined Hayes, Seay, Mattern Humphrey & Mattern, Inc. as vice president in the civil works division. He will be responsible for transportation projects, including business development, production and profitability. Humphrey will coordinate the transportation engineering and design operations of the company's regional offices.\ William D. Rose has joined the company as vice president of its Carolinas region.

\ BARRY E. WHITAKER has been promoted to senior Whitaker vice president and trust manager for the Southwestern Region of Central Fidelity Banks, Inc. His office will be in Roanoke. He joined the bank in 1982 as trust officer and Highlands trust manager. Whitaker was previously with Washington County National Bank in Abingdon.

\ JOHN O'BRIEN has been promoted to general kitchen O'Brien manager of Shakers Restaurant in Roanoke. He joined Shakers in August 1988 as an assistant manager in Lynchburg and was on the management team that opened the Roanoke restaurant later that year. O'Brien is responsible for hiring and training all kitchen staff, overseeing quality control and maintaining the kitchen.

\ WILLIAM N. "NICK" POWELL has been elected president Powell of the Industrial Distribution Association, a national organization of wholesale distributors headquartered in Atlanta. Powell is president of Salem Tools Inc., which has branches in Salem, Richmond and Bristol. Powell joined Salem Tools in 1971 as secretary/treasurer and was promoted to president in 1980.

\ JOEL R. SHEPHERD and\ JOE H. VAUGHN JR. have been promoted to assistant vice president of Dominion Bankshares Corp. Shepherd is a funds management trader responsible for the execution of trading and investment account transactions. He joined the bank in 1986 as a funds management trader. He was promoted to funds management officer in 1988. Vaughn joined Dominion in 1989 as a tax research specialist. He is responsible for researching and analyzing proposed tax laws.

\ ROBERT J. LAMBETH JR., president of the Council of Independent Colleges in Virginia, has been appointed to the Commission on State Relations of the National Association of Independent Colleges ad Universities. The association is a national organization representing private colleges and universities on public policy issues with the legislative, executive and regulatory branches of the federal government.

\ JAMES C. TUELL JR. has been named sales manager of the Roanoke office of J.C. Bradford & Co. He is an investment vice president of the company.

\ Dennis J. Gormley, president and chief executive of Federal-Mogul Corp., has been elected chairman of the board.

\ Charles B. Hill, a senior trust officer for Riggs National Bank in Washington, D.C., has been appointed associate director of Riggs Investment Management Corp., a newly formed subsidiary of Riggs National Bank. Hill is formerly of Roanoke.

\ Leonard R. Turner, formerly of Boones Mill, has been named store manager for Lowe's of Chattanooga, Tenn.
