Who cares about Salem's opinion? Someone must (other than residents of Salem) or this would not be newsworthy. Salem has not "suddenly" expressed its views; these have been stated previously.
Since Salem is the most efficiently, most effectively run local municipality, it is no wonder that many residents of the county would rather a change to better than a change to worse if there has to be a change at all.
Your views remind me of the years I spent in Fredericksburg. It is a small town with a big-city attitude. I used to think that, to its credit, Roanoke was a big city with a small-town attitude, but a few "big-timers" think that only size counts.
