MasterCard International said Wednesday it will open its second regional office today in Atlanta. The office will serve the District of Columbia and 16 states, including Virginia.

\ Drexel Burnham Lambert presented creditors on Wednesday with a tentative reorganization plan that at least nominally provides for full payment of debts and creates a much smaller post-bankruptcy company run by current management.

\ Two major manufacturers of hair dryers - Windmere Corp. of Miami and Conair Corp. of Stamford, Conn. - have eliminated the danger of electrocution when their products fall into water, the Consumer Product Safety Commission said Wednesday. The new dryers have rectangular-shaped plugs with a device called an appliance leakage current interrupter built in.

\ Directors of Toys 'R' Us on Wednesday voted a 50 percent common stock dividend through a 2-for-1 stock split, effective June 29. The Paramus, N.J., company has 404 toy stores, 154 children's clothing stores and 74 international toy stores.
