The shooting appeared to have been domestic in nature, said Junious Jenkins, chief of police at the psychiatric hospital.
Jenkins said the suspect was the boyfriend of the woman who was fatally shot and probably an acquaintance of the man he also shot and killed. A 12-year-old girl shot was the suspect's daughter, the chief said.
The identities of the suspect and the victims were not immediately released.
The girl was treated at Williamsburg Community Hospital for a flesh wound to the right hand and released to family members, said Dr. James Hess, a physician in the hospital's emergency room.
About 60 police officers from the hospital, Williamsburg and James City County were being assisted by dog teams and a helicopter in their search for the suspect.
