NATO OFFERS SOVIETS `HAND OF FRIENDSHIP'

NATO Friday welcomed the Warsaw Pact's plans to seek an all-European security system and formally offered "the hand of friendship" to the Soviet Union and its partners.

The 16 NATO foreign ministers ended a two-day meeting here with a call for further conventional and nuclear arms negotiations and declared themselves ready to contribute actively to building confidence and closer relations between all European countries.

The ministers also endorsed the Bush administration's nine-point formula for reassuring the Soviet Union on the thorny issue of NATO membership for a united Germany.
