NAMES & CHANGES

CLAUDE CARTER, BRENT BROWN and \ LEE OSBORNE have opened Carter, Brown & Osborne, P.C., a new law office in Roanoke. Carter is a Roanoke native and a graduate of Virginia Tech and Washington & Lee Law School. He has practiced law since 1959. Brown, a graduate of the College of William and Mary, has practiced law in Roanoke since 1979. Osborne is a graduate of Yale University and the law school at William and Mary. He serves on the governing board of the tax sections of the Virginia State Bar and the Virginia Bar Association.

\ CHARLES SHAUGHNESSY has joined Singer Furniture as executive vice president and Shaughnessy chief marketing officer. He was previously with Singer from 1970 to 1982, serving as president of the Furniture Division from 1978 to 1982. Shaughnessy was president of Burlington's Furniture Division from 1982 to 1985, president and chief executive officer of Berkline Corp. from 1985 to 1988, and vice chairman of Berkline's board of directors from 1988 until returning to Singer.

\ LAURIE COLLINS, WILLIAM DEBO AND STUART SWANSON have been promoted to vice president at Dominion Bank.\ Deborah Jones has been promoted to assistant vice president. Collins is a commercial banking officer in the National Department, responsible for corporate customers in Richmond and the midwestern states, and for electric and gas utility customers. She joined the bank in 1984 as a commercial loan review analyst, moved to the National Department in 1987 as a banking officer and was promoted to assistant vice president later that year.

Debo is a special assets officer in the credit group. He joined the bank in 1984 as assistant vice president and calling officer in the Energy Department and assumed his current position in 1986. Swanson, a commercial calling officer and mining engineer in the Energy Department, is responsible for developing commercial business and managing customer relations in Virginia, West Virginia and Kentucky. He joined Dominion in 1984 as a mining engineer and commercial banking representative, was elected commercial banking officer in 1986 and promoted to assistant vice president in 1988.

Jones is a credit supervisor and administrator in the commercial credit department. She is responsible for assisting senior management in reporting quality and profitability of the commercial loan portfolio, hiring and training credit analysts, and assigning and reviewing credit analyses. Jones joined the bank in 1978 as a teller, and was promoted to her current position in 1989.

\ RICK HAYTER has joined Snyder Hunt Corp. as tax and audit manager in the accounting and finance division. He is responsible for tax planning and forecasting, and coordination of all internal and external audits. He was previously an audit manager for Deloitte, Haskins, & Sells in Roanoke, and a senior accountant with Price Waterhouse.

\ Phyllis Marstiller has been elected chief operating officer of Blue Cross and Blue Shield of Virginia. The company is reorganizing into three strategic business units which will become operational Jan. 1, 1991. The persons named to head those units are:\ Manuel Deese, senior vice president and chief operating officer of the Major Account Strategic Business Unit;\ Wyndham Kidd, senior vice president and chief operating officer of the Regional Business Unit; and\ Ronald Bargatze, senior vice president and chief operating officer for the Small Group Business Unit. Also at Blue Cross and Blue Shield,\ Leonard Hopkins has joined the company as vice president, public policy officer.
