More wishing wells

The Division of Consumer Affairs in Richmond has received inquiries about an unregistered charitable solicitor called the U.S.A. Handicapped Network, a for-profit company which says it hires the handicapped.

This company has not registered with the division, nor has it been granted the appropriate exempt status as required by law. Donations to this company may be used for noncharitable purposes, advises the division.

According to information from the Pennsylvania Attorney General's Office, the organization contracts with local vendors for placement of spiral wishing wells; the vendor pays U.S.A. Handicapped Network $1 per well per month with all other money being kept by the vendor.

The organization was incorporated by Bernie W. Terrill in Nashville, Tenn., in 1988.

The company has placed spiral wishing wells in stores in the Richmond area, and the division wants business establishments elsewhere in the state who have the wishing wells with U.S.A. Handicapped Network's name on them to call its toll-free number, (800) 552-9963.
