PLO SAYS BEACH ATTACK IN ISRAEL INVESTIGATED

In an effort to ease a crisis with the United States, the Palestine Liberation Organization has opened a high-level internal investigation into a boat raid on Israeli beaches, to determine whether the attack's targets were civilians, Arab diplomats and Palestinian officials said Wednesday.

President Bush has said the attack on May 30 was "sheer terror," and his administration has been under pressure from members of Congress, Israel and others to break off an 18-month dialogue with the PLO, which is conducted through the U.S. Embassy here.

A PLO official, who declined to be identified, said word of the PLO investigation had been sent to the United States "through diplomatic channels." The outcome of the investigation would determine what action, if any, would be taken against those who planned the raid, the official said.
