KIDNAPPED CHILD FOUND UNHARMED

An 11-year-old Staten Island, N.Y., boy who was abducted Tuesday was found unharmed in Richmond Wednesday, the FBI said.

The boy was with Jackson E. Onem, 30, who was charged with kidnapping, said Robert Satkowski, special agent in charge of the Richmond FBI office.

Satkowski said Onem, a construction worker, is a Nigerian citizen who has resided in New York and Richmond.

The boy was abducted from an area near his school, Satkowski said.

The FBI withheld the boy's name because of his age, but Staten Island police identified him as Amos Attiko.

Deborah Jones, an FBI agent in Richmond, said Onem was an acquaintance of the boy's mother and that the boy knew him.

Jones said an unspecified amount of money was sought from the boy's mother, Justine Abubakari, 29.

"A call was made from Richmond to New York Tuesday night. He informed the victim's mother he had her son and told the mother to get whatever money she had and either take the money to Richmond or wire it to Western Union in Richmond," Jones said.

No money changed hands, she said.

FBI agent Steven Crutchfield of Richmond said Onem lured the boy into his car by saying he would drive the boy to New Jersey to pick up a tape the two had talked about. Onem told the boy he had Abubakari's permission.
