MAN CHARGED IN CROSS-BURNING

FBI agents on Wednesday arrested a Portsmouth man and charged him with burning a cross in a black neighbor's yard last year.

Tige James Crain, 20, was charged with conspiracy to violate the civil rights of Lamont J. Travis, who authorities say is a longshoreman and Vietnam veteran.

Crain, who is white, also is charged with using fire in commission of a felony and aiding and abetting another, unidentified, person with the cross burning.

It is the second cross-burning to be brought to U.S. District Court in Norfolk in the past year.
