FOREIGN AID MEASURE LIMITS LOANS TO CHINA

A $15.8 billion foreign aid bill for the coming year includes new penalties aimed at discouraging the World Bank from making loans to China for anything other than basic human needs.

The House Appropriations foreign aid subcommittee approved the sanctions on a voice vote late Wednesday, saying the United States must hold back its share of any amount lent to China beginning this year from whatever contributions it normally would make to the world lender.

U.S. contributions amount to about 20 percent of money the World Bank lends.
