GARLAND OVERLOOKS TAX-BASE POINT

IN HIS COMMENTARY June 7, Ray Garland overlooked one essential point before concluding that Virginia's school-funding formula will be validated. The school systems of Southwest Virginia do not have the tax base to provide the money for their schools that Alexandria has.

It is such disparity that the state courts in Texas and Kentucky have based decisions on. It is this point, as well, that the Virginia Supreme Court might base its decision on. Why did Garland overlook it? JEFF WILLIS PULASKI
