Friday's ruling upheld a state cease-and-desist order against Caucus Distributors, Inc., a New York state not-for-profit corporation whose employees solicited memberships, donations and "loans" for LaRouche.
The state banking, securities and corporation division found that Caucus investors had been under the impression that the loans would return them a higher interest rate than more traditional investments and that they were safe investments.
