COURT CLERK OBJECTS TO WORKER'S PAY RAISE

Wythe County Circuit Court Clerk Hayden Horney says he is objecting to a raise for a county employee after all department heads had agreed April 2 to forgo raises for all employees in the 1990-91 fiscal year.

The agreement was that, instead of raises, the county would fund Virginia Supplemental Retirement System benefits. But Assistant County Administrator J.C. Higginbotham got a $1,500-a-year raise in the budget approved by the Board of Supervisors.

Horney said board members told him the raise was given because Higginbotham's salary had not been in line with his peers in other localities. But the single raise goes against the agreement he and other county officials accepted, Horney said.
