WHITE HOUSE OFFICIALS ARE OPPOSING EFFORTS

White House officials are opposing efforts of the Health and Human Services Department to set up a national food-labeling system that would supersede any state rules, government sources said Thursday.

The dispute could hold up issuing of proposed federal regulations to require nutrition labeling of nearly all packaged foods, including disclosure of fat, fiber and cholesterol content.

The food industry has been lobbying hard for a policy that would set national labeling regulations and would bar the states from building additional rules onto the federal requirements.

Capitol Hill and the Department of Health and Human Services both favor uniform labeling.

However, Office of Management and Budget officials are opposing pre-emption and favoring states' rights, government sources said.
