\ MARK S. WEBB has been promoted to assistant sales manager at Corrugated Container Corp. in Roanoke. He has been with the company for four years.
\ LT. COL. LETCHER A. GRAHAM of the Virginia State Police recently was promoted to his present rank and was named director of the Bureau of Field Operations in Richmond. The Roanoke native previously was deputy director of field operations.
\ LORI EVANS has been named Evans manager of The Closet, a junior and young-women's fashion store in Valley View Mall. Evans formerly worked at Patina.
\ CENTRAL FIDELITY BANK has promoted several employees to the rank of officer.
Lucy U. Barba, assistant manager of the Franklin Plaza office, joined the bank in 1973 as a loan administrator.
Janet B. Meadows joined Central Fidelity in 1977 as a teller. She currently is the manager of the Blue Ridge office.
Mary D. Tabor, who joined the bank in 1988, is a commercial lender.

\ JUDY W. ATKINS and CATHY M. OVERSTREET have completed the Commercial Lines School at the Baltimore headquarters of the United States Fidelity & Guaranty Co. The two-week course is a comprehensive review of the major classes of commercial insurance.

GUBALA, director of economic development for Roanoke County, has passed the American Economic Development Council's certification examination to become a certified industrial/economic developer. Gubala has been assistant county administrator, superintendent of development and county planner.
\ BRIAN T. DUNCAN has been appointed assistant director of the Roanoke County Department of Economic Development. He previously was economic development specialist.

\ A. DEAN WILSON, marketing manager for Equitable Life of Iowa, recently attended the president's cabinet conference in Madrid, Spain. \ MARTHA MACKEY, executive director of the Roanoke Valley Convention & Visitors Bureau, has been approved for membership in the International Association of Convention & Visitors Bureaus. The association has 367 member bureaus in 25 countries.
