TEACHERS' UNION SETS GOALS FOR REFORM

The nation's largest teachers' union closed its annual convention with lofty education reform goals and a cooperation pledge from the federal government.

Department of Education Secretary Lauro Cavazos sent "warmest greetings" to the National Education Association Sunday, signaling a possible end to friction with the 2 million-member union dating back to the Reagan administration.

Cavazos said he would work closely with the union to improve schools.

First-year union President Keith Geiger brought the convention to a close with high hopes for U.S. public education. Proposals included creating a $2.2-billion program to give needy elementary children special assistance weeks before the start of school, urging public schools to take on preschool and day-care programs and advocating major changes in teacher education programs.
