NO POOP-SCOOP LAW; IT CAN'T BE TAXED

SEVERAL citizens have written to you in regard to a poop-scoop law for animals. The reason the city does not have one is that the city manager and the City Council can't put a tax on it, like they did with the citizens of Roanoke with their huge flush tax.
