Lottery officials previously estimated the top prize at $10 million.
The lottery department always issues a conservative estimate so that actual prizes will live up to predictions, lottery director Kenneth Thorson has said.
If Thursday's predictions come true, this will be the biggest week of ticket sales in the Lotto game's six-month history. Retailers are expected to sell $6 million in tickets this week, 1 1/2 times as many as in any previous week.
The jackpot also would be a record, easily surpassing the $8.6 million prize a Richmond family won May 26.
