RALPH E. SMITH, director of the Roanoke regional office of the Department of Veterans Affairs, has been promoted to deputy chief benefits director of the department, effective today. As deputy of the Veterans Benefits Administration, Smith will share responsibility for management of most non-medical benefits that total nearly $17 billion annually and comprise more than half of the VA's annual expenditures.

\ BEVERLY K. PICKEL has joined the new Roanoke Regional Small Business Development Center as its public relations officer. She is responsible for seminars, special events, publications, and office administration. Pickel formerly worked with the communications department of the Roanoke Regional Chamber of Commerce and for a local public relations firm. JOHN JENNINGS has joined the center as financial analyst. He counsels clients in strategic financial planning. Jennings previously worked at Lynchburg Sheltered Industries and as a business management consultant.

\ UTILITIES\ Appalachian Power Co. has announced the following promotions: RICHARD A. REED to meter superintendent in the General Office Transmission and Distribution Meter Section in Roanoke; DAVID M. GORDON to engineering supervising engineer for the Roanoke Division; and JIMMIE L. FARISS to hydro generation manager.

\ SOCIAL SERVICES\ FRANCIS X. "FRANK" HAYES JR. has been named acting president-chief executive officer of Virginia Lutheran Homes Inc. during the search to replace ROBERT E. FELLOWS, who has retired. Virginia Lutheran Homes Inc., a social ministry organization of the Evangelical Lutheran Church in America, owns and operates five facilities in the state. Its Roanoke facilities are the Virginia Synod Lutheran Home, a nursing home, and Brandon Oaks retirement community, which is under construction.

\ SIGMUND E. DAVIDSON, retired past president of Davidsons, and ROBERT D. CARSON, executive vice president of Appalachian Power Co., have been named to the board of directors of Brandon Oaks. SAM LIONBERGER, chairman of Lionberger Construction Co., has been re-elected chairman of the board of the retirement community.

\ MANUFACTURING PHILLIP E. BENNETT has been promoted to vice president of marketing and sales for Simmons Rand Co. of Bristol, a manufacturer of machinery for underground coal-mining and airline ground support. He succeeds JOHN S. McGINNIS, senior vice president, who is retiring Oct. 1.

\ INSURANCE\ Blue Cross and Blue Shield of Virginia has announced the following promotions: THOMAS G. SNEAD JR. to senior vice president and chief financial officer; PETER L. PERKINS to senior vice president and chief actuary; and JULIET D. WHITE to vice president of marketing for the major accounts business unit.

\ PAULA KRAUS has joined Benefit Plan Administrators as operations manager.

\ MEDIA\ WSET-TV in Lynchburg has announced three additions to its news staff.\ SONJA DANIELSON has joined the station as news producer. She comes to WSET from KRNV-TV, an NBC affiliate in Reno, Nev., where she was producer of the 11 p.m. news. Tina Douglas has joined the station as weekend anchor and Kurt Davis as news reporter.

\ TRANSPORTATION\ W. BRUCE WINGO has been named resident vice president for Norfolk Southern Corp., responsible for state and local relations in Virginia.

\ ORGANIZATIONS\ SUE MARKHAM has been named Woman of the Year for Virginia by Financial Women International, an organization of women executives in the financial services industry. Markham, a retail banker at Sovran Bank in Roanoke, is president of the central Virginia chapter of the organization.

\ The Southwest Virginia Section of the American Welding Society, an organization for persons interested in the technical aspects of welding fabrication and processes, was chartered in June. The following officers were elected: JAMES LOGAN, chairman; FREDERIC ANDERSON, first vice chairman; WILLIAM HOUSEMAN, second vice chairman; WALTER ADAMS, secretary; and RICHARD SMITH, treasurer.

\ DR. LEO N. LAMPROS has been elected to the board of the Southern Association of Orthodontists to represent the Virginia Association of Orthodontists.

\ PHILLIP A. SHORT, general manager of Bova Distributing Co. Inc. of Hollins, has been elected president of the Virginia Beer Wholesalers Association. Also elected were: JAMES P. MURPHY, vice president and ROBERT A. ARCHER, general manager of Blue Ridge Beverage Co. of Salem, secretary-treasurer. Selected to serve on the board of directors were BILLY B. LAWRENCE of Lawrence & Nester Distributing Co. of Martinsville and Danville, CHUCK RICCI, LEON K. STEPANIAN JR. and SCOTT F. WAWNER.

\ GOVERNMENT\ MARLIN S. RODGERS has been named forest planner for the Jefferson National Forest.

\ BANKING\ JUANITA H. ELLETT has been promoted to assistant vice president and senior trust administrator for the Roanoke and New River areas at Central Fidelity Banks.\ KATHLEEN L. FENTRESS, trust administrator for the Southwestern Region, and WALTER L. DANIEL, commercial lender for the Roanoke market, have been promoted to officers.

\ KAREN ROGAN FARMER, formerly of Roanoke, has been appointed assistant vice president at Crestar Bank. She is product manager in the Consumer Services Division in Richmond.
