COOPERATION HASN'T WORKED

THE COMMENTARY by John V. Spitz June 27 had some nice ideas. Unfortunately, they were hypothetical where the governments of the valley are concerned.

One part spoke of cooperation that has taken place in St. Louis with its "training academy, 911 systems, etc." Cooperation has yet to work in this area. This lack is apparent. We now have two civic centers, two police and fire departments, and two 911 systems. Cooperation has not worked in the past. It will not work in the future.
