Chip Duncan (2-4) walked Mike Lehman with two out in the bottom of the seventh with the score tied 2-2, giving the Keys a 3-2 victory.
Brady Anderson drove in two runs with single in the second inning to put Frederick (10-11) ahead. Chris Estep's solo homer had given the Bucs (8-15) the lead in the top of the inning.
Tim Hines tied it with a run-scoring double in the sixth, threatening to send the game into extra innings.
In the first game, the Keys never trailed en route to a 7-1 victory. Dan Berthel hit a two-run homer in the third, and Tyrone Kingwood added a three-run double in the sixth.
The Bucs scored in the sixth inning on a hit by Glen McNabb.
The doubleheader made up two of three scheduled games that were postponed during the series. The third will be made up in August.
