The accusation by Foreign Minister Tareq Aziz marked a sharp escalation in Baghdad's campaign against fellow OPEC members who have been producing more oil than allowed by the oil cartel's quotas. Kuwait and the United Arab Emirates have been the main targets of the Iraqi campaign.
In Kuwait City, the emirate's capital, the crown prince and prime minister, Sheik Saad al-Abdullah al-Sabah, called the 75-member National Council to a special session to discuss the Iraqi allegations. During the Iran-Iraq war, Kuwait was one of Iraq's staunchest allies.
