LITHUANIA PLANS DRAFT FOR INDEPENDENT FORCE

Lithuania has announced plans to draft all young men in the republic into a new, independent national defense force that would replace Soviet military service, officials in the republic said Wednesday.

The officials said that the government had not decided when to put the call-up into effect, but that the immediate purpose of the new law was to give Lithuanian men legal shelter from the Soviet military draft.

Under the law enacted Tuesday night by the Lithuanian Supreme Council, or parliament, all 19-year-olds would be conscripted.
