HEALTH OFFICIAL BLASTS STAFF FOR TEST DELAYS

The New York City health commissioner denounced his department on Monday for "outrageous insensitivity" and "betrayal of the public trust" for allowing thousands of cancer tests on poor women to languish unread for up to a year in a city laboratory.

The commissioner, Woodrow A. Myers Jr., offered the denunciation as he announced the demotion or transfer of four department officials. He also released a report detailing a series of bureaucratic bungles that turned a small management problem into a potentially life-threatening crisis for scores of women.
