Hawes, a 39-year veteran of the force, died at his Alexandria home on Monday, the department said.
Hawes became chief in 1952 and held the position until he retired March 1, 1970.
He was born in Alexandria and attended local schools. He joined the Police Department on March 11, 1931.
During his tenure as chief, Hawes established the city's first Community Relations Unit and hired the department's first black and female officers. He also helped found the Northern Virginia Police Academy.
