The suit, filed in U.S. District Court in Phoenix, Ariz., followed Litton's complaint to the General Accounting Office. The contract was stayed by the complaint. A decision from the GAO is expected in early August.
Litton has claimed that it bid $47 million less than ITT did.
In the suit, Litton said the Army's actions were "anti-competitive, violate the law and governing rules [and] result in the purchase of a product" below minimum requirements. What the Army agreed to pay is "excessive," the suit said.
ITT was awarded the contract on "the Defense Department concept of best value," said Laurel Holder, a company spokeswoman.
